Elizabeth Hepler serves as Director of Human Resources for City Center Group, leading human capital strategy, employee engagement, talent development, people operations, and HR operations. Since joining in 2022, she has focused on aligning people initiatives with business objectives, strengthening organizational culture, and driving operational excellence. Elizabeth brings a data-informed, people-first approach to HR leadership—leveraging analytics and process improvement to guide decision-making, optimize performance, and enable scalable growth.

She began her HR career supporting a wide range of functions, building a strong foundation in people operations, compliance, and talent operations. She later served as Executive Director at Westchester Management LLC, a multi-entity organization, where she spent over a decade in senior leadership. There, she was instrumental in driving more than 300% business expansion and revenue growth through strategic acquisitions and sustained organic development. She also oversaw HR operations and led key initiatives in workforce planning, leadership training, and talent development—including designing programs that supported leadership readiness, onboarding, and long-term employee growth.

Elizabeth holds a Bachelor of Science in Business Administration from Albright College and a Master of Science in Human Resources Management from Moravian College. She is a SHRM member of the Lehigh Valley chapter and actively supports the local community through volunteering and partnerships with various nonprofits. Most recently, she served a two-year term on the board of Ripple Community Inc., a nonprofit in Allentown dedicated to helping individuals facing housing insecurity.
